The Bar Council of India was questioned by the Supreme Court today regarding the existence of a program that would waive AIBE fees for low-income LLB graduates who take the All-India Bar Examination (AIBE) in order to become attorneys. The Apex Court stated that the educational system needed to be strengthened and criticized the “phenomenally high fees” that the National Law Universities (NLUs) charged for their LLB programs.<\/span><\/p>\n

A bench made up of Justices P S Narasimha and Atul S Chandurkar was considering a plea from Kuldeep Mishra contesting the fees the Bar Council of India (BCI) charged for enrolling law graduates as attorneys through AIBE.<\/span><\/p>\n

For general and OBC candidates, the AIBE application fee is Rs 3,500; for scheduled caste and tribal candidates, it is Rs 2,500. The costs must be paid online and are not refundable.<\/span><\/p>\n

The bench informed the BCI counsel that “you cannot have a system which does not have any provision for the poor candidates.” “This process should not be complicated, and you must have a provision to exempt fees to the needy people,” it continued.<\/span><\/p>\n\n\n\n

After two weeks, the BCI was invited to present their prepared version of the aspect. “The fees of NLUs have gone phenomenally high,” the bench stated in reference to the fees that NLUs impose. “Our educational system needs to be strengthened. In order to enroll in LL.B. courses, many take out loans, and the costs are rather greater,” Justice Narasimha stated.<\/span><\/p>\n

For five-year LLB programs, NLUs typically charge fees between Rs 1.7 lakhs and Rs 4 lakhs annually. Fees at prestigious NLUs, such as NLSIU Bangalore and NLU Delhi, are greater than those at more recent institutions.<\/span><\/p>\n
